What moved in 2026 is not the forecast but the programme architecture behind it. THE AUTONOMY SOFTWARE LAYER

LUCAS illustrates the economics. Developed by Arizona-based SpektreWorks from a variant of the HESA Shahed-136 airframe, it is 9.8 feet long, carries a 40 pound payload over a 444 nautical mile range, and moved from concept to operational deployment in roughly 18 months, seeing first combat use against Iranian targets in February 2026 under Operation Epic Fury. CONSTRAINTS: DOCTRINE AND ELECTROMAGNETIC RESILIENCE

Doctrine has not kept pace with procurement. The rules of engagement, targeting authorities, and cross-service protocols by which large constellations identify objectives, deconflict with adjacent units, and absorb losses without human authorisation at every step remain unwritten. That gap is the most significant risk to whether the investment coheres into operational capability on the timelines the FY27 budget implies.

The second constraint is electromagnetic. Swarm coordination must survive GPS denial and frequency-targeted jamming, the first countermeasure any capable adversary will apply.
