OVERVIEW

Drone identification is the layer of airspace security that determines what an unmanned aircraft is, who operates it, and whether it belongs in the airspace it occupies. The market spans three technology families. Cooperative identification covers remote ID broadcast: the built-in transmitters and add-on modules through which a drone declares its identity, position, and operator under regulatory mandate. Non-cooperative detection and identification covers the radio frequency sensors, radar, and electro-optical systems that detect, classify, and identify drones that do not declare themselves, the layer through which a security team distinguishes a compliant commercial flight from a threat. The third family, identification friend or foe (IFF), extends military combat identification to unmanned aircraft through miniaturised Mode 5 transponders, so that allied air defences do not engage their own platforms. Identification is distinct from counter-drone defeat: it is the sensing and decision layer that precedes any jamming, cyber takeover, or kinetic engagement, and in most civil jurisdictions it is the only layer non-federal operators may lawfully deploy.

Market Research Future draws the category far more broadly, at $9.69 billion in 2024 growing to $78.23 billion by 2035 at a 20.91 per cent CAGR, a definition that folds in airspace awareness platforms and air traffic management applications. The adjacent drone detection market, which overlaps the non-cooperative identification layer, was valued at $0.66 billion in 2024 by MarketsandMarkets with a forecast of $2.33 billion by 2029 at a 28.7 per cent CAGR, while Grand View Research puts the same category at $729.8 million in 2024 reaching approximately $3.36 billion by 2030 at a 29.0 per cent CAGR. The spread is definitional rather than contradictory: narrow estimates capture purpose-built identification systems, broad estimates capture the surrounding software and services stack, and the consistent signal across all four houses is annual growth of 19 to 29 per cent.

Regulation, not technology, is what moved in 2026. In the United States, FAA Remote ID enforcement under Part 89 has been in full effect since March 2024, and the FAA's May 2026 proposed rule implementing Section 2209 would require commercial drones transiting restricted airspace over critical infrastructure to broadcast Remote ID at all times. The joint Department of Justice and Department of Homeland Security rule effective 1 July 2026 opened counter-UAS authority to state, local, tribal and territorial agencies under a two-tier structure whose entry tier is detection and warning, an identification mandate in all but name. In Europe, the Commission's Action Plan on Drone and Counter Drone Security, published 11 February 2026, proposes registration and remote ID for all drones above 100 grams and tasks EASA with security reforms by the third quarter of 2026, while network remote ID is already mandatory for operations in U-space airspace. Each of these instruments makes identification the gating requirement of lawful airspace access, and the procurement cycles they trigger are the market's principal growth drivers.

MARKET STRUCTURE AND FORECASTS

The three technology families serve different buyers through different channels. Cooperative broadcast hardware, remote ID modules and integrated transmitters, sells in volume at low unit prices to drone manufacturers and operators under compliance mandates: Dronetag's DRI module weighs 1.5 grams and is certified against both FAA and EASA broadcast specifications, while uAvionix's pingRID (21 grams, battery-powered) serves the retrofit market for legacy airframes. Non-cooperative detection and identification systems sell at facility and enterprise scale to airports, stadiums, correctional facilities, critical infrastructure operators, and defence customers, combining RF direction-finding, radar, and AI-assisted camera verification into layered sensing architectures. Military IFF occupies the highest per-unit value tier: miniaturised Mode 5 transponders and combined transponder receivers certified by the DoD AIMS Program Office, procured through defence acquisition channels rather than commercial compliance budgets.

Forecast boundaries between identification and defeat matter when reading the analyst numbers. The Business Research Company's $1.76 billion (2026) and $3.52 billion (2030) figures track purpose-built identification systems, while Market Research Future's $9.69 billion (2024) to $78.23 billion (2035) definition absorbs adjacent airspace awareness and traffic management software. The detection market estimates from MarketsandMarkets ($2.33 billion by 2029) and Grand View Research (approximately $3.36 billion by 2030) sit between those poles, and the full counter-UAS market including defeat systems is larger again: Mordor Intelligence estimates the anti-drone market at $2.47 billion in 2026, reaching $8.42 billion by 2031 at a 27.83 per cent CAGR. North America is the dominant region across every definition, holding 55.4 per cent of the drone detection market in 2024 according to MarketsandMarkets, with radar the largest technology segment at over 42 per cent of 2024 revenue per Grand View Research and RF scanning the fastest-growing detection modality.

REGULATORY DRIVERS: REMOTE ID MANDATES

The US framework rests on 14 CFR Part 89, which requires registered drones to broadcast remote identification through one of three pathways: a Standard Remote ID drone with built-in broadcast, an FAA-accepted broadcast module attached to a legacy platform, or operation within a designated FAA-Recognised Identification Area. The rule took effect on 16 September 2023 and the FAA's discretionary enforcement period ended on 16 March 2024, since when non-compliance has been subject to civil penalty. The identification perimeter is still widening: the FAA's Section 2209 notice of proposed rulemaking, published 6 May 2026, would create petition-based UAS Flight Restrictions over critical infrastructure under a new 14 CFR Part 74, with proposed Section 74.250 permitting commercial drones to transit standard restricted zones only while broadcasting Remote ID at all times. In parallel, the FCC's April 2026 public notice (DA 26-314) opened proceedings on UAS spectrum access and on the Communications Act barriers that constrain RF-based counter-drone operations, and the joint DOJ and DHS interim final rule effective 1 July 2026 established detection and warning as the entry certification tier for state, local, tribal and territorial counter-UAS programmes.

The European framework is converging on the same architecture from a different starting point. Direct remote ID, a local broadcast of operator registration number, position, altitude, and route, is required on class-marked C1, C2, and C3 drones and for operations in the specific category, while network remote ID, transmission of identification data to a U-space service provider over a network connection, is mandatory for participation in U-space airspace under Article 8 of Implementing Regulation (EU) 2021/664, in force since January 2023. The Commission's Action Plan on Drone and Counter Drone Security, published 11 February 2026, goes considerably further: it proposes registration and remote ID installation for all drones above 100 grams, an EU Drone Incident Platform giving national authorities near-real-time access to incident data, a coordinated security risk assessment producing a Drone Security Toolbox by the third quarter of 2026, requirements for trusted chips in drones placed on the EU market, and an EU Trusted Drone label. EASA has committed to bringing forward the associated security reforms by Q3 2026, which would make the EU the first jurisdiction to mandate identification hardware at a 100 gram threshold.

THE DETECTION-TO-DEFEAT BOUNDARY

Identification is the only layer of the counter-drone stack that most civil buyers may legally operate, and that legal asymmetry structures the market. RF jamming and signal disruption remain restricted under Section 333 of the Communications Act, kinetic engagement of aircraft is a federal crime outside narrow statutory authority, and until the SLTT rule took effect on 1 July 2026, defeat authority in the United States was confined to a short list of federal agencies. Detection and identification carried no such restriction, which is why detection-only deployments proliferated across airports, stadiums, utilities, and police departments through the early 2020s while the defeat market remained federal. The SLTT rule's two-tier structure preserves that sequencing: an agency must first stand up certified detection-and-warning capability before it can seek mitigation authority, making identification systems the procurement gateway to the whole counter-UAS category. Dedrone by Axon's 2026 airspace security report argues the same logic is arriving commercially, with facility operators beginning to treat airspace monitoring as a routine physical security requirement subject to insurance and audit scrutiny.

The military friend-or-foe layer runs on a separate clock. Mode 5 IFF, NATO's current combat identification standard, historically required transponders sized for crewed aircraft; miniaturisation has now pushed it into the smallest drone classes. Sagetech Avionics received the first DoD AIMS certification for a UAV-compatible Mode 5 transponder, the MX12B, in February 2021, and uAvionix achieved AIMS Mk XIIB certification of its RT-2087/ZPX-1 in May 2024, the first Mode 5 Micro-IFF combined transponder receiver, pairing a 91 gram unit with a 176 gram KIV-79 cryptographic module to give Group 1 aircraft both identity broadcast and passive interrogation receive. Procurement has followed certification: the US Army awarded Sagetech a 10 year, $248.5 million indefinite delivery contract in 2026 to produce the AN/APX-128 advanced IFF transponder, an extension of the MX12B line, across Army aviation and Foreign Military Sales. As US and NATO forces field drones in volume alongside crewed aviation, combat identification becomes a fielding prerequisite rather than an avionics option, and the certified-IFF segment inherits a procurement pipeline sized accordingly.

COMPETITIVE DYNAMICS

The cooperative broadcast segment competes on certification, weight, and channel access rather than sensing performance. Dronetag holds the smallest certified module (1.5 grams) and has extended into the receive side with the RIDER handheld receiver (64 grams, 5 kilometre range) and the Scout fixed receiver (10 to 25 kilometres with directional antennas), which resolves pilot location as well as aircraft position and has been deployed for urban drone monitoring in Helsinki and by US police departments. Pierce Aerospace's B1 Remote ID Beacon became the only remote ID module selected for the Defense Innovation Unit's Blue UAS Framework in March 2025, giving it presumptive NDAA compliance and a preferred position in US government and federally funded procurement. uAvionix spans both ends of the segment, from the pingRID compliance module to the AIMS-certified ZPX-1 Micro-IFF, the widest certification footprint of any identification vendor. Because remote ID receivers convert broadcast compliance into usable situational awareness for law enforcement, the receive-side market is growing into the natural first purchase for the thousands of SLTT agencies entering the category.

The non-cooperative segment is consolidating around platform vendors with distribution advantages. Dedrone, acquired by Axon in 2024, pairs multi-sensor detection and AI-driven camera verification with Axon's installed base across US public safety, and introduced its Dedrone C2 command and control platform for World Cup 2026 airspace protection, with the June 2025 executive order having framed the World Cup and the 2028 Los Angeles Olympics as forcing events for US airspace security. DroneShield, the ASX-listed counter-UAS pure-play, supplies the RF detection and identification layer of its integrated stack to defence and government customers worldwide. Hidden Level's passive RF sensing approach, which emits nothing and can therefore run continuously in urban airspace, has drawn contracts from the DoD, NASA, and the FAA, alongside $65 million in Series C funding in February 2025 that took its twelve-month raise to $100 million.
