Frequentis is the European ATM and public-safety incumbent most actively integrating unmanned traffic management into conventional civilian and military air traffic control. Founded in Vienna in 1947, the company has built a control-room software business that crosses ATM, defence ATC, and public-safety domains, with €481.95 million in 2024 revenue growing approximately 12 percent year-over-year.

The strategic positioning around UTM is structurally different from venture-stage UTM specialists. Frequentis already runs the ATM systems that UTM has to integrate with. The company's UTM products extend an existing programme-of-record relationship with European ANSPs and defence ministries rather than competing for a separate procurement category. The August 2025 collaboration with DFS, the German air navigation service provider, on Europe's first-ever scalable resilient ATM service model rollout illustrates the kind of structural project access available to ATM incumbents and largely unavailable to UTM-only specialists.
